Hampshire Structure Plan proposes Whiteley development

Hampshire County Council's Structure Plan of 1977 identified land north of western Fareham, centred on M27 Junction 9, as a location for a major new residential and commercial development. The plan proposed approximately 4,000 houses alongside employment development and supporting infrastructure. The proposal was driven by the need for new housing in south Hampshire, the availability of relatively unconstrained farmland and the excellent motorway access provided by Junction 9. The plan set in motion the process that would create the modern town of Whiteley, though the final scale and form of the development would be refined through subsequent planning stages.
